Are you prepared to face the lethal injection chamber?

Well, I am not scared to face my creator.

I will have a big space there, I'm sure.

But it is just so unfair,

getting that lethal injection without me giving a fight.

I was not given a fair fight.

I was not given the chance to defend myself.

Legally are you taking any...?

There is no more further action legally

here in the Philippines.

My case is now final and executory.

I am just waiting to be scheduled

for my execution.

Could you pass the ashtray?

Okay, now we are at the point that you really have

nothing to lose anymore.

-Yes. -By saying what you need to say.

So Paco, who do you think did this to you?

Who framed you?

At first it was just an ordinary police report.

The parents reported to the police regional office

that their two daughters were missing.

The interest actually started when one of the bodies

of the Chiong sisters was found.

There was tremendous public outcry for justice

for the Chiong sisters,

because, you know,

a mother, a father lost their two daughters

in such a savage way.

And so the Cebuanos were united and demanding for blood.

There where actually a lot of police agencies

that were looking into the case.

Because that's considered at that time

the worst crime in Cebu city.

The police were pressured to come up with suspects

right there and then.

On September 15, my husband and I

were about to leave on some errands,

And we got a phone call, and it was Paco,

and he said there was some scary looking men in my school

and they want to take me to Camp Crame.

I think I'm being kidnapped.

That is how clueless we were about what was going on.

So we rushed to school, not knowing what to expect

and we got there, Paco was surrounded

by four men with guns.

They claimed to be police

but they were wearing civilian clothes.

So I said, "Can I see your ID?"

One of them gives me a police ID which is expired.

And I said, "If you are really going to take my brother,

where is your warrant?"

They said "No warrant,

because it is a continuing crime."

And I said, "By the way, what are you

arresting my brother for?"

"What did he do?"

And he said "This is in connection

with the Chiong case in Cebu."

So I asked them, "When did these alleged crimes happen?"

And he said "July 16, 17."

So I said, "Great, check the records."

So the registrar of the school was kind enough

to show us the attendance records

and show the police that July 16, 17 Paco was in school.

And that should have done it.

We were pretty confident that it made sense to everyone

that Paco was in school in Manila,

a completely separate island from Cebu,

350 miles away,

where supposedly the crime happened.

He couldn't be, impossible to be in two places at the same time.

Did you ever disagree with your family

about the steps to be taken?

Yes, definitely.

What were the things that you disagreed with?

Well, you know, it is so hard for me to explain these things

because I might hurt my mom.

But when I was first legally arrested I was released.

A lot of people told me to leave the country.

In fact, my brother in law even told me,

"If I were you, you leave the country."

But my mom didn't allow me to leave the country.

That time "papa" was in Spain. Because Grandma was sick.

My brother was in the States

because he was taking up flying lessons.

I could have gone any both ways and stayed with them.

But no, since I was innocent,

we wanted to clean our family name,

clear our name... So I went back to Cebu.

Next thing we knew they had rounded up Paco

and six other guys.

And portrayed him as this leader of a gang.

Seven suspects were arrested,

thrown behind bars at the Bagong Buhay

Rehabilitation Center or BBRC.

After the arrest there was rejoicing in the streets.

Literally the police were appreciated.

They were lionized for having collared the suspects.

So the public opinion was very favorable for the police

and for the prosecution.

I thought that, well, he has been brought to jail

and I said well good for the justice system.

A rich boy is going to jail, I mean, it works.

It works, right?

None of the Osmeña power could stop him,

'cause that was what I was getting

from the newspapers.

My mother comes from a political family.

Her name is, her family name is Osmeña.

So, the media always would put Paco,

the scion of a political and wealthy family.

We are not wealthy.

My husband works so hard.

We have a farm and he works so hard

so that we can have our daily living.

But they pictured us as somebody who has a lot of money

that we can pay off witnesses,

that we can pay off the prosecutors,

that we can pay off the police, that we can pay of the judge.

But that is not true because I didn't pay

any single centavo to any one of them.

What my husband is trying to say is that yeah he had his fights

but from picking fights, having fights,

and committing a crime of kidnapping and rape and murder,

that's a long, long shot.

We didn't think that it would go beyond

preliminary investigation.

Because we had--we had like 35, more than 35 witnesses

that said this boy was nowhere near Cebu on July 16th.

We took the exams the same day...

During the duration of the class we were together...

That night we went to the bar we used to go to a lot,

R&R Bar by Katipunan...

It was unusual for everybody to be there.

My mom just said "Raymond, why don't you finish

the camera, the film of the camera."

So, I took photos of the group

and obviously Paco was there.

We were together till the wee hours of the morning.

The following day, early in the morning,

he was back in school and we were together again

the whole day until the class ended around 2.30.

I proctored that exam, the lecture exam,

on the morning of the 17th

and he was there.

At that point, media attention, was so bad, and so anti-Paco,

that...it just went downhill from there.

This much sperm was found inside the victim's body,

and she was only one of two.

Two of the accused belong to Cebu's prominent

Asnar Alosmeña families.

The fate of the Chiong sisters shows what drugs can do.

These animals were not born drugged.

They made themselves into drug addicts.

Paco says he only knows Rowen and Josman,

but not the other suspects.

In fact he sneers.

As a Spanish blooded mestizo, he would never mix

with chinks like the Uys.

The most important thing is that these young boys in prison

will have to watch their asses when they bend

for the soap in the showers,

another kind of lethal injection.

And I think that I deserve justice.

Yeah they were, I know they were happy.

"I'll put together all of your laughter, like a sympathy..."

"...I'll remember you, wherever you may be"

"...I'll remember you."

"...I'll remember you, wherever you may be."

You know, at first, Mrs. Chiong had my sympathies.

I'm a mom too.

I have a daughter too. And I felt her pain...

However, we can swear in front of God that Paco

was not an admirer of Marijoy Chiong nor Jacqueline Chiong,

nor did he ever bring them to their house,

nor did he even know them.

And so, once she started actively lying about Paco

then it made me think this is not somebody

who is just 'I want justice for my daughter,'

this is somebody who is actively working towards

the conviction of an innocent boy.

It just kind of strengthened the theory that the Chiong family

was hiding something.

What are they hiding?

What is Mr. Chiong hiding?

Dionisio Chiong, who's the father of Jacqueline and Marijoy

was a trusted lieutenant of .

And shortly before the incident, Dionisio Chiong was dismissed

by .

Why did his daughters disappear immediately after?

I asked people should we, why don't we,

focus our investigation on this angle.

On the possibility of another party being involved

with the crime.

But nobody was interested.

And then, suddenly, the police come up

with a different set of suspects.
