First thing to say is that our initial findings

point to Billy being unaware of the Farringdon VBIED plot.

A pressure plate was rigged under his seat,

set to arm the door when he got up.

Billy's actions in driving away from Farringdon helped save many lives.

We've been establishing a timeline of Billy's movements

in the days leading up to the incident,

using comms history and interviews.

We geo-located Billy to an address in Streatham,

registered to a Thomas Marshall.

Yeah. Tommy was, er, an old mate of Billy's.

We believe that Billy stayed with Tommy until the morning

of the anti-fascist demo,

and then set off on public transport to an address in Brixton,

spending approximately one hour there

before heading north in his car.

This is when he tripped the ANPR camera.

From then on, we have his movements.

We called your mobile phone at 11:41am,

He's a former member of English Flag.

We believe he was amongst those members

expelled by Agatha Jack.

We've established a connection between him and Nic Roberts.

In late 2019, Welsh and Roberts both attended

the same rehabilitation group.

Welsh was in the Territorial Army between 2005 to 2014.

His record shows explosives training.

So he fits the profile

of the bomb-maker that we've been looking for.

We agree. This is the man we're after.
