Mutant activity has increased
considerably in recent weeks.
Because of this, large volumes of firearms
are circulating outside the capital,
in every city and village.
An increase in crime complicates things,
as well, and rumors of growing discontent
toward the empire among the regional nobility
have been spreading.
We have also received reports that in some cities,
protests among the populace have
progressed to the verge of all-out riots.
Reports say the most radical of these agitators
have banded together and organized themselves
into a fully armed terrorist cell.
In response to these developments,
I offer two proposals for consideration.
First, I recommend a full-scale expansion
of the military in conjunction with defense of the realm.
Second, a ban on civilian possession of
class two heavy artillery or higher.
As representative of the Diet,

your decision on these matters.
