It was a great place to grow up.

The school was less than 200 yards away that I went to elementary school.

Down the street, going the other way, we had a huge park to play in.

The street lights came on, we went home. Parents never worried about us.

People migrated to Flint for jobs.

Flint put the world on wheels.

This is where GM came from.

There was more income in the city then.

Home of the middle class.

The American dream.

And then things kind of changed...

and they changed quick.

Down on your knees!

Poverty and lack of opportunity, it breeds crime.

This is a story about an American city in critical condition.

We have been in the top three most violent cities of the country

for how many decades?

We are inundated by violence. We are inundated by workload.

We've got an...

We're just going from call to call to call.

From one call to another call, to another call.

We feel inadequate

because we don't have the manpower we used to have.

There's just not enough of us.

The community, they have a lack of trust in us. A complete lack of trust.

Are they pissed? Fuck, yeah. Pissed.

We got a right to voice our fucking opinion as long as we fucking want to!

If you've got the community and police at odds, the police department isn't shit.

I have a son, and it makes me emotional

because, you know,

it makes me afraid for him to grow up.

Then you throw in there a water crisis.

I've definitely been bathing in the Flint water.

I don't know how that's gonna affect my health.

How is there not civil unrest?

I don't think anyone's coming to help us.

It hurts me. It hurts.

That's what this is about.

I mean, show me another group of officers anywhere in America

that's having to police under those set of circumstances.

I don't think...

it exists.

You called about a robbery complaint.

I called last night, but you all didn't come.

He took me to the hospital and they called you guys.

They said you were doing priority runs and would call me when I got home.

I'm sorry it took us so long.

- They hit me in the front. I fell. - Yeah.

They split, I fell, they hit my wallet, I started bleeding bad.

- How many stitches did they give you? - Sixteen or 17.

I didn't know until I got home that they cut me with something.

- One was light, lighter than me. - Do you know how old?

I can't. People can't tell my age. I don't know.

This city is poor. Our department is poor. That's no secret.

I had heard that Flint was bad. You would see the news stories.

But I had no idea.

Where I grew up, we weren't exposed to the type of problems

that the people in Flint deal with.

Poverty levels, crime, and now the water.

All the crimes that happen in this city,

there needs to be, like, seven more of me to handle the caseload.

Can you hear my squeaky wheel?

It would be hard to sneak up on somebody with those squeaky wheels!

We are absolutely in a crisis with the community.

It's not just limited to Ferguson, Chicago, San Francisco...

We have to find a new way to...

police.

We can't police the way we policed 20 years ago, or even five years ago.

Sooner or later, somebody is gonna hold us accountable.

Let's set the stage.

One of the biggest things that we have to talk about is resources.

The Flint Police Department has 98 sworn officers. 98.

The maximum amount of cars on any shift right now, based on our manpower?

Some shifts will be nine cars covering the entire city. Nine cars.

The biggest problem we got over there is the shootings.

Just at night, they're just shooting back and forth.

So, my problem is,

we need a greater police presence.

If the people in the neighborhood feel

like the neighborhood is too dangerous for the police to come in,

how do you think we feel, living there?

We totally understand everyone's concern.

But I don't have all the answers. If I had, I wouldn't need you guys here.

You know, I don't have all the answers.

The bottom line is, I don't care what you're doing to me.

If they're not happy with what goes down on the street, they're not happy with you.

They say that an average chief's job goes about three to five years.

I'm getting close to my three-year mark.

We are four days from another election,

and perhaps no local election is bigger than the one for Mayor of Flint.

Interest has obviously been heightened

after the water crisis there became a national story.

No doubt the water situation will be one of the biggest issues for voters.

- Get the water. - I did.

We'll be back. We've got to get some more water.

On that day, back in April of 2014,

as the mayor pressed the button, no one knew what they had put into action.

When officials switched Flint's water source

from Lake Huron to the Flint River to save money,

they waited nearly five months to warn the public

of the toxic levels of lead created by the switch.

Flint, Michigan...

Flint, Estados Michigan.

This is a manmade disaster.

The plan to save money backfired.

The water corroded aging pipes and released lead.

They were staring at a public health emergency,

and they sat on it.

- Newly revealed e-mails show... - Tampering with evidence.

The kids of Flint, Michigan have been poisoned by a policy decision.

Alright, what we are doing is... Bernie Sanders,

a Democratic... candidate for the presidency this year

is... visiting.

We met with the Secret Service last night.

Our job today - securing positions and to stand at posts.

That makes a little bit of difference.

For so long we've been drinking this water

and we had no idea what we were drinking.

Has the response been adequate? I suspect it has not.

But I want to hear what is going on.

The citizens here have said we've had enough.

We don't need Band-Aids of 38 million. We need coverage by billions. Period.

When I was born here in Flint in 1980,

we had the highest median household income of anywhere in the world.

It was $84,000 median household income.

Now it's $21,000.

We are the second poorest city in the country.

Forty-one percent of our residents live below the federal poverty line.

And as you know, as you know, you get close to that level,

and you're already destitute.

We've been in the top three most violent cities of the country

for how many decades?

Decades, Bernie.

We have a water crisis right now,

but that's not the only problem that we have here.

The folks who are in the community...

they don't give a shit about our staffing problems.

They don't give a fuck about what our current union crisis is,

or pay or whatever.

They need help.

Every system has a breaking point.

And I don't know where ours is.

and I'm running for Mayor of the City of Flint.

I believe Flint deserves a mayor

who will be a fighter for its people.

Looks like we've got a winner in the mayor's race.

to preside over the status quo.

If it's a continuation of business as usual, then this is a hollow victory.

We asked about the rumors that she's working on finding a new police chief.

I don't have a name.

I haven't even sat down with the police chief at this point.

But she'd like to meet with Chief James Tolbert soon,

knowing crime is a huge concern.
