There's two shots in the right lung area

which very possibly, looking at the angle,

could have gone through the heart.

He's a young guy, probably mid-20s.

He's deceased now.

Ems is packing up, and there's nothing more anybody can do.

>> We need y'all to stay over there.

>> The family members, they realize that he is dead.

And they wanted the ambulance to take him.

But they're not gonna take him once their pronounced dead

on the scene.

>> There's a lot of chaos here,

distraught family members,

a lot of people very, very angry.

We need to lock the scene down so we can preserve the evidence.

So my opinion is, he got shot there and ran this way

and then fell down right up in there and passed away.

I've seen an awful lot of people killed involving guns and drugs.

Given this guy's record and so forth and so on,

I think that that's exactly what I'm seeing this time.

Casings inside the car?

I think he was shot from inside the car.

It's another homicide.

And his hands were still on the wheel.

His foot was still on the brake.

And looks like he got shot by somebody that he knew

sitting right next to him inside the vehicle.

He was supposed to be outside by himself.

We have no leads on this one.

Resisting arrest, battery on a police officer,

marijuana charges.

who could have had a good life,

and they turn out like this.

They're gonna take over the investigation.

And we have to get back on the street.

That's two homicides in the last 20 minutes.

Jefferson Parish has its highest murder rate in 27 years.

And I think a lot of that's

due to a lot of narcotics influx in J.P.

We're really trying to bring that number down

by more proactive police work.

>> You know, sometimes people may think

we're a little too aggressive.

But in neighborhoods like this, we have to take this approach

in order to keep these neighborhoods safe.

who had a gun and a bag of crack,

so we're just trying to be careful with the guns.

I hate the crack,

but the crack don't scare me like the guns do.
